The Ministry of Labour & Employment announced landmark implementation of four Labour Codes effective from November 21, 2025, consolidating 29 existing Central labour laws into streamlined framework: Code on Wages 2019, Code on Social Security 2020, Occupational Safety Health and Working Conditions Code 2020, and Industrial Relations Code 2020. This transformative reform aims to simplify and modernize India's labour governance, reduce compliance complexity for employers, expand social security coverage, strengthen worker protections, and align workforce regulations with contemporary economic realities. Draft Central Rules under the Labour Codes were notified via official gazette on December 30, 2025, with 30-day window for stakeholder objections on Industrial Relations Code and 45 days for other three codes. State-specific rules under Labour Codes are expected to be enforced within coming 45 days. The immediate implementation is intended to support India's manufacturing push under Make in India by creating more flexible yet protective labour environment, facilitating ease of doing business while safeguarding workers' rights. Key provisions include simplified wage structures, universal social security coverage including gig and platform workers, enhanced occupational safety standards, rationalized compliance requirements, and modernized industrial relations framework with clearer dispute resolution mechanisms.
